TELEVISION

White Collar Season 1

Newcomer Matt Bomer hit it big in this caper as Neal, a con man who avoids jail by helping a no-nonsense fed (Tim DeKay) catch elusive baddies (jewel thieves, corrupt Wall Streeters, etc.) Despite its visual polish and agreeable costars (such as Tiffani Thiessen), Collar rarely reaches the fizzy ch...arm it's striving for. And sorry folks-Bomer is chiseled, but bland.

‎19 Kids & Counting

TV's most fertile duo, Jim Bob and Michelle Duggar, and their 19 children start season 5 maintaining their practical and upbeat attitude despite the serious health issues surrounding baby daughter Josie. This is a gripping and heartbreaking development, making the family's loving bond leap off the scr...een. The drama is taken up a notch when the parents decide to pack up and move the rest of their kids out of Little Rock (site of Josie's hospital), and back home to Tontitown. (Tuesday 8/3, TLC, 9 P.M.)

MONDAY 9/13

Gossip Girl
***
The season 4 opener keeps up the momentum of May's cliffhanger and - MAGNIFIQUE! - places some of the drama in Paris. There, Serena (Blake Lively) and a heartbroken Blair (Leighton Meester) shop, hobnob with royalty and bond, unaware that Chuck (Ed Westwick) has been gunned down. Back in NYC, Dan (Penn Badgley) deals with a delightfully devious Georgina (Michelle Trachtenberg) and her baby news. All the story lines are freshened up by perfectly placed wit. Only new arrival Katie Cassidy lacks zest, though her mysterious character has potential. (CW, 9 P.M.)

TUESDAY 9/14

BETTER WITH YOU (ABC)

JoAnna Garcia and Jennifer Finnigan are sisters, each in a relationship, each unsure how to handle their wisecracking parents. This sitcom can't be dinged for its acting, which is smooth across the board, but it feels inorganic, like something cloned from the lab that houses the sitcom genome. It's a temperature-controlled How I Met Your Mother. **
